Transfer policy · reviewed September 2026
Rules change. Our dealer-completed model does not.
StampSwap is a marketplace, not a transfer authority. Every transaction must be reviewed and completed by an independent FFL under the rules that apply at the time and place of transfer.
No automatic legal clearance
StampSwap never labels a buyer, seller, or transaction “Form 4 exempt.” Court orders, agency guidance, federal law, and state law can apply differently. Your selected FFL must confirm the correct process before the transaction moves forward.
Buyer and seller agree
StampSwap provides the listing, offer, messaging, and reputation tools used to reach an agreement.
Buyer selects an independent FFL
The transaction cannot advance on StampSwap until a verified transfer dealer is attached.
The dealer determines the lawful path
The FFL—not StampSwap—confirms which federal forms, background checks, approvals, and state requirements apply.
Dealer confirms completion
Possession changes only after the independent dealer confirms that the applicable transfer requirements are complete.
